Nigeria 'uses torture officers to extract confessions'

Torture has become such an integral part of policing in Nigeria that many stations have an informal torture officer, Amnesty International says.
Both the military and police use a wide range of torture methods including beatings, nail and teeth extractions and other sexual violence, it says.

One woman accused of theft in Lagos said she was sexually assaulted, and had tear gas sprayed into her vagina.

The Nigerian government has not yet responded to the rights group's report.

People told Amnesty about a form of water torture in which hot and cold water is poured on naked bodies
Entitled Welcome to Hell Fire, it says people are often detained in large dragnet operations and tortured as punishment, to extort money or to extract "confessions" as a way to solve cases.

Extrajudicial executions

The use of torture is particularly extreme in the north-east in the war against Boko Haram Islamist militants, Amnesty says.

between 5,000 and 10,000 people have been arrested there since 2009, and executions in overcrowded detention facilities are common.

A teenage boy, pictured at the top, was among 50 people arrested by the army in Pokiskum in Yobe state last year on suspicion being a member of the Boko Haram.

At the time he was 15 years old and spent three weeks in custody in Damaturu and said he was beaten continuously with gun butts, batons and machetes.

Torture chamber testimony: Chinwe in Anambra state

Arrested in 2013 along with other hotel staff after two guns and a human skull were found. They were beaten, detained in a van for hours and then taken to an anti-robbery squad centre in Awkuzu.

"I was thrown inside a cell. I noticed a written sign on the wall 'Welcome to hell fire'… I was taken to the interrogation room.

"There was a police officer at one end with two suspects who were chained together.

"I saw ropes streaming down from the ceiling tops, bags of sand elevated on the perimeter wall fence of the hall and all types of rod and metal in different shapes and sizes.

"I heard shouts and screams from torture victims… I saw buckets of water on standby in case anybody faints or opts to die before appending [their] signature to already written statements."

The officer questioned him, tied his hands and legs, passed a rod between them and elevated him from a perimeter wall. They poured water on him whenever he passed out. He was charged with murder, has since been freed on bail and is awaiting trial.

The boy told Amnesty that melted plastic was poured on his back and he was asked to walk and roll over broken bottles in a hole, and cold water was poured on him and others.

A former soldier who served at Damaturu confirmed that torture was routinely used at the camp.

"An electrified baton is used on a person to make them talk," he told Amnesty.

"They tie people with their hands stretched behind their arms… people kept like that for six or seven hours lose their hands, people kept like that much longer can even die," he said.

Amnesty says the report was compiled using 500 interviews during 20 separate visits to Nigeria since 2007.

"Across the country, the scope and severity of torture inflicted on Nigeria's women, men and children by the authorities supposed to protect them is shocking to even the most hardened human rights observer," Amnesty's Netsanet Belay said in a statement.

The 24-year-old woman sexually assaulted with tear gas says the abuse has left her with a permanent injury.

"A policewoman took me to a small room, told me to remove everything I was wearing. She spread my legs wide and fired tear gas into my vagina… I was asked to confess that I was an armed robber… I was bleeding… up till now I still feel pain in my womb," she said.

Detainees spoke of being suspended upside down by their feet for hours
She has been charged with theft and remains in custody awaiting trial 10 months after her arrest.

Even though torture is prohibited under the constitution, Amnesty notes that Nigeria's politicians have yet to pass a bill to criminalise it.

It says security forces enjoy a climate of impunity and the criminal justice system is riddled with corruption.

Six women have been convicted of operating a "pyramid" scheme in which thousands of investors lost money.

The "Give and Take" scheme operated in south-west England and south Wales five years ago.

The six were all from the Bristol area and each were given a nine month prison sentence. Investigators say more than £20m was invested by about 10,000 members of the public.

Three other women were given suspended sentences for promoting the scheme.

The group encouraged people to "beg, borrow or steal" £3,000 to put into the scheme between May 2008 and April 2009.

It began in Bath and Bristol and spread to Gloucester, Bridgwater, Cheltenham, Torquay, Weston-super-Mare and Wales.

Those running the scheme told its investors it had a quick, easy and legal way to make cash - by paying in £3,000 they would receive more than £20,000, as more members joined.

But eventually the number of new recruits dried up and the scheme collapsed, with 90% of investors loosing their money.

Eleven women, aged between 34 and 69, became the first to be prosecuted for such a scheme, under new legislation in the Consumer Protection from Unfair Trading Act 2008.

Following two trials in 2012 and 2013, which can now be reported for the first time, three were convicted, three pleaded guilty, one was acquitted and two juries could not reach a verdict on another.

Court proceedings

A third trial was due to begin at Bristol Crown Court on Wednesday. However, the women entered guilty pleas before a jury was sworn in.

Mary Nash, 65, Susan Crane, 68, and Hazel Cameron, 54, will be sentenced in October. All three admitted operating and promoting the pyramid scheme.

Laura Fox, 69, East Harptree, Jennifer Smith-Hayes, 69, of Bishopsworth and Carol Chalmers, 68, of Weston-super-Mare were convicted of operating and promoting the scheme during a trial in 2012.

They were sentenced to nine months in prison.

Sally Phillips, 34, of Hengrove, Jane Smith, 50, of Bishopsworth, both Bristol and Rita Lomas, 49, of Whitchurch, Somerset admitted promoting the scheme in 2012.

Phillips received a three-month suspended prison sentence, Smith a four-month suspended sentence and Lomas a four-and-a-half month suspended sentence.

Two trials of Tracey Laurence, 60, of Bradley Stoke, South Gloucestershire failed to reach a verdict.

Rhalina Yuill, 34, of St George, Bristol was acquitted of promoting a pyramid scheme on her second trial.

Hiroshima survivors' art to go on show

The powerful and often disturbing paintings will feature in an exhibition at Manchester Art Gallery next month.

The pictures depict horrific scenes from 6 August 1945, when the first atomic bomb was dropped from a US aircraft during World War Two.

The images were created after a request by Japanese broadcaster NHK in the 1970s and later toured the country.

Twelve paintings and drawings by the so-called 'hibakusha', which translates as bomb-exposed people, will be included in The Sensory War 1914-2014 exhibition in Manchester.

They have been selected from more than 2,000 that were sent to NHK in 1974 and which were subsequently exhibited at the Hiroshima Peace Memorial Museum and around the country.

Between 60,000 and 80,000 people were killed instantly when the bomb was dropped in 1945. Many more died of the long-term effects of radiation sickness and the final death toll was calculated at 135,000.

The Sensory War exhibition explores "how artists have communicated the impact of war on the body, mind, environment and human senses" since World War One, according to the gallery.

The exhibition runs from 11 October to 25 January 2015.

British Ebola nurse travels to US to try to save victim

Will Pooley, 29, was discharged from the Royal Free Hospital in north-west London two weeks ago where he received treatment in a special isolation unit.

Both Mr Pooley and the new victim, who has not been named, are believed to have worked together in Sierra Leone.

The Foreign Office said it had arranged a replacement passport within 24 hours.

As a survivor of the disease, Mr Pooley could help the victim recover by donating his blood which will now contain natural antibodies that can help protect against Ebola.

Mr Pooley is thought to have flown to Atlanta at the weekend after the Foreign Office issued him with an emergency passport.

His original passport was burned along with other belongings as a precaution to stop the virus from spreading.

The Foreign and Commonwealth Office (FCO) said in a statement: "Following a request from his family, the FCO Consular Team and the UK Passport Office worked together to get a replacement passport to Will Pooley within 24 hours, this enabled him to fly out to the US immediately and potentially assist with the treatment of an Ebola victim."

Infectious diseases specialist Dr Aneesh Mehta, one of five doctors working at a specialist unit in Atlanta, said the team were looking at all treatment options for the latest patient.

He said: "We believe the supportive care - allowing the body to heal itself and supporting it through that process - is the mainstay of therapy, as is true for any infectious disease. If we have therapeutic options, we'll evaluate those."

Ebola is transmitted through sweat, blood and saliva.

The World Health Organisation says that more than 2,500 people have been killed by the latest outbreak in west Africa, where the death rate stands at 90% if it goes untreated.

Toronto Mayor Rob Ford has rare 'aggressive' cancer

Mr Ford, 45, has a malignant liposarcoma in his abdomen and will begin chemotherapy within 48 hours.

"I'm optimistic about treatment," said Dr Zane Cohen, who is overseeing his care team.

Mr Ford withdrew from his re-election campaign last week after being diagnosed with the abdominal tumour.

The controversial mayor, who admitted to smoking crack cocaine while in office, maintains a strong support base despite calls for him to resign.

'A difficult tumour'

Liposarcoma is a rare cancer of the soft tissue which accounts for only 1% of all cancers, Dr Cohen said at a news conference at Mount Sinai hospital in Toronto.

Mr Ford has a 12cm by 12cm sized tumour in his abdomen and another smaller 2cm tumour in his left buttock, which are believed to have grown within the last three years.

"It's a rare tumour, a very difficult tumour," said Dr Cohen.

But he also said this type of cancer had proved to be more sensitive to chemotherapy than other tumours.

Boko Haram crisis: college attacked by gunmen

Gunmen have attacked a teacher training college in the Nigerian city of Kano, with officials saying at least 13 people have been killed.
Students were seen fleeing from the city's Federal College of Education and at least one explosion was heard.

Another 34 people were injured.

It is not clear who was responsible, although suspicion will fall on militant Islamist group Boko Haram, which has been waging an insurgency in Nigeria since 2009.

In July the city suffered a spate of five attacks in four days, one of which also targeted a college and killed six people.

In May 2013, Nigeria's President Goodluck Jonathan imposed a state of emergency in the northern states of Borno, Yobe and Adamawa, vowing to crush the insurgency.

However the militants have stepped up attacks, killing more than 2,000 civilians this year, according to New York-based Human Rights Watch.

Boko Haram's name translates as "Western education is forbidden", and it has carried out several attacks on schools and colleges, seeing them as a symbol of Western culture.

In April, it raided a boarding school in Chibok town in the northern state of Borno, and is holding more than 200 girls that its gunmen abducted during that attack.

Photos: Angry babe drags boyfriend on the floor in Yaba

This Article was not written by me...it's a promo piece. Enjoy...

Lol. Ok bro I think she’s had enough; you can just take a girl to the mall on a date and all you do is bury your head on your phone chatting the moment away I mean c’mon which Lagos babe wouldn’t snap? Me I will snap o, seriously. This spy shot of a thug-of-war between two supposedly lovebirds have been trending online for a while now.

Those who really know the full story said that the not-so-fortunate dude owe his girl friend a long overdue explanation for his divided attention and mischievous laughter while chatting on his phone.

His girlfriend who had endured the excruciating wait for some quality time from her man had begun to share her moments from a movie they had seen at a cinema when her man switched to his Palmchat mode (eyes fixed on the phone screen and fingers punching letters from the phone’s key pad). The poor girl demanded for the attention she deserved politely at first…you heard that, politely.
The dude apologized and put his cell phone on sleep mode while his girl resumed her talking. In less than 5 minutes our guy pulled out his phone while his babe was looking him straight in the eyes, flicked the cell phone’s function button and returned to his Palmchat mode; this time sending several loud chuckles to whoever he was chatting up. This was when all hell broke loose.

Angry babe demands an explanation
The story the way we heard it, continued with an obviously angry babe asking her man for some explanation for the gross negligence: “Guy, howfar who be dis person you dey chat sef wey make you no send me?” Our sources told us that our boy shushed his girl so that he could finish chatting whoever he was chatting on Palmchat without disturbance. That was when our babe threw all mannerism to the air and went ballistic, pulling for the cell phone. Our boy tried to hold onto his property but dis laby na iron laby… she pulled our poor boy along the Yaba bus stop while passers-by enjoyed some interesting drama unfolding before eyes.

It doesn’t always have to be this way
I agree that mobile social platforms can be quite an interesting experience especially with Nigeria’s trending platform, Palmchat overrunning the young and hearty right now (for more info on Palmchat, visit www.facebook.com/palmchatNow or microsite; www.palmchatnow.com). I think in spite of our love for these platforms we can still find that balance to give attention to whom attention is due or we shall end having more of this bizarre yet so hilarious spy shots overrunning the web. For now, I think I will savor this viral, is just crazy…see at that look on her face while in the bus…Lol.

mmigration Apprehends suspected human traffic kingpin in Enugu, repatriates 98

The Nigeria Immigration Service, Enugu State Command, says it has Apprended one Mr Koffi Hassan, Sierra Leonean, who specialises in trafficking women out of Nigeria for prostitution.

The Immigration Comptroller, Mr Bashir Ismail, disclosed this on Wednesday in an interview with the News Agency of Nigeria in Enugu.

He said that Hassan, an alleged human traffic kingpin, who had been on their wanted list, was arrested following a tip-off.

“Human trafficking has been a challenge in this part of the country.

“Just last month we succeeded in arresting one notorious human trafficker called Mr Koffi, who has been involved in human trafficking of women and involving them in prostitution.

“We have been trafficking and we were able to arrest that kingpin. We have now forwarded him for prosecuting. After prosecution we will definitely repatriate him.

“That’s a great achievement for us; we have been challenged for this kind of things around this area.

“And that will signal to those who are involved in that to desist from it. Victims that are with him confessed what he uses them for and NAPTIP has succeeded in reuniting them with their families,” he said.

Ismail said that the command had embarked on the repatriation of irregular aliens in the state.

He said that such people had caused security breaches in the state and had become threats to their host communities.

“The service decided to embark on regular repatriation and removal of such kind of citizens that are among us.

“So far between January and now we have removed over 98 people out of Enugu. We have to be on it and to be fair and be frank we have been getting great support from Enugu State government.

“These people we remove are from our efforts to go and flush them out from the communities in which they live. They have become a threat to them.

“Then we also get people referred to us due to our synergy from other security agencies. Whenever they have such kind of people arrested among other criminals, they do refer to us then we take action.

“We are very happy with that because the synergy has been working very well. That’s why we were able to repatriate such number.

“Most of the nationals are from Niger Republic, Togo and Mali and a few Beninois and the Cameroonians,” he said.

He said that citizens from West African were entitled to stay in any member state under certain regulations backed up by prescribed documents.

Ismail said that those without the required documents would be vulnerable to manipulation and could commit criminal offences without records. (NAN)

Defence Headquaters denies retiring GOC attacked by soldiers

There were reports earlier today that the Nigeria Military has retired the former GOC, the 7 Division of the Nigerian Army, Maiduguri, Maj. Gen. Abubakar Mohammed, who was attacked by soldiers at their barracks in Maiduguri on May 14th. But the Defence HQ just tweeted denying the report...

Ebola vaccine trial begins

The first of 60 healthy volunteers will be injected with the vaccine.

It contains only a small portion of genetic material from the virus, so it cannot cause the disease.

Normally it would take years of human trials before a completely new vaccine was approved for use.

But such is the urgency of the Ebola outbreak in west Africa that this experimental vaccine is being fast tracked at an astonishing rate.

If the trials are successful, it could be used to immunise health workers in affected areas by the end of the year.

By then, around 10,000 doses should be available.

The vaccine is being developed by GlaxoSmithKline and the US National Institutes of Health

Funding for the trials is coming from the Wellcome Trust, Medical Research Council, and the UK Department for International Development.

The Oxford study will aim to establish two things: that the vaccine produces a good immune response in volunteers and with few side-effects.

The vaccine uses a modified chimpanzee common cold virus to carry a single Ebola protein - it cannot trigger either disease, but should prompt the production of antibodies against Ebola.

Professor Adrian Hill, director of the Jenner Institute in Oxford, who is leading the trial, said: "This is a remarkable example of how quickly a new vaccine can be progressed into the clinic, using international co-operation".

Blood tests from the volunteers will reveal the extent of their antibody response within two to four weeks.

Further volunteers will be given the vaccine in Africa next month and there are trials in the United States of a different formulation - both vaccines could be used if they prove safe and effective.

Promising results from animal studies were published earlier this month.

The United States has said it will send 3,000 troops to West Africa to build treatment clinics and to train health workers in how to halt the spread of the deadly virus.

The official death toll now stands at more than 2,400 people, although the outbreak may have killed many times that number.

Handsome homeless man picks up different women each night to keep him off the streets

Meet homeless Joe - the rugged roaming Romeo who lives many men's dream lifestyle despite occasionally sleeping on the cold, hard pavement.

Because it's a case of a different girl every night for the ladies' man, aged 26, who relies on pulling women to keep a roof over his head in Manhattan, New York.

Throughout the daytime, he manages to blag as many freebies as he can, pinching free shop samples of deodorant and hairgel, while spending what little money he earns from begging on keeping up his appearance.

Even though Joe has only four different outfits, he claims his arrogance and swagger charm women into inviting him into their homes for up to several nights at a time.

He said: "New York City is amazing it has 8 million people so you can f*** a different girl like, whenever you want.

"Dude I'll go up to any random girl and tell them I love them, I wanna marry 'em - just for general recreational purposes.

"I was sleeping at this broad's house and last night we went drinking and were eating lobster like classy individuals."

Joe, who admits to drinking copious amounts each day, claims he was kicked out of his mother's house after she found his drug stash - but he doesn't regret it.

he added: "I might sleep on cardboard like two or three nights a week but I literally wake up every single day and do whatever the f*** I want.

"It will be like 7 o'clock in the morning, girls wake me up and say you're passed out on the sidewalk - you need to go home. I say I f***ing am home!

"But I wake up with money in my pocket - my responsibility is to not look homeless, I go to the shop gel my hair, grab a Red Bull and walk out."

And his message for the youth of today?

"Never become like me... ever. This abstract lifestyle is not for everybody.

"I'm pretty sure if you look at all the homeless people in New York City I'm the only one that can really pull this s*** off."

Nigeria Military fires GOC attacked by convicted soldiers

Former General officer commanding the. 7 division of the Nigerian Army Maiduguri Maj. Gen Abubakar Mohammed who was attacked by soldiers at their barracks in Maiduguri on May 14th has been retired by the Nigerian military authorities.
The soldiers who attacked him has since been sentenced to death for the action by the military court.

According to Punch. he was recalled to the Headquarters of the Nigerian Army without posting for months after the soldiers’ attempt on his life.
It was gathered from a top military source in Abuja that the Army authorities quietly retired him last month.
The source said,
“The Maj. Gen. has been retired; you don’t expect that to be made public; issues of retirement especially in the military are confidential. The man was at the Army headquarters for some time. He was awaiting posting then   but he was eventually retired about a month ago.”

Meanwhile, the NLC, TUC and human rights lawyers have urged the Presidency and the Army Council chaired by the Minister of Defence to prevail on the military authorities to spare the lives of the 12 soldiers.

How I abandoned my husband, 3 children and ended up a robber — Suspect

According to Police sources, the suspects identified as Ahmed Isiaka and Victoria Amodu are part of five-man robbery gang operating along Seme-Badagry- Mile 2 route.
One of the apprehended robbers, 27-year-old Victoria, while narrating her story said:
“I was arrested last Wednesday at Dakar Hotel in Seme where I used to work as a prostitute.

“I am from Edo State. I came to Lagos last February to look for greener pastures when my husband was constantly beating me. We were married for eight years.
“I abandoned my husband and three children and came to Lagos with the intention of living under the bridge until I found a place to lay my head. Fortunately for me, I didn’t have to sleep under the bridge as I met a lady in a commercial bus I boarded who had compassion on me when she saw me crying in the bus.
“She took me to the hotel where she was working as a prostitute and introduced me into the league of prostitutes.

“Everything was going on well until Okanlawon patronised me in the hotel. The first time we spent the night together. After that night I didn’t see him again untill three weeks later.

“Weeks later, someone stole my N100,000 from my room in the hotel while I was asleep. While I was still lamenting the loss, the collector of our Esusu contribution disappeared with my N150,000.

“As I was still grieving over the loss, Okanlawon came to the hotel to see me. He told me to accompany him to a night club. Initially I declined but after much persuasion I followed him.

“Instead of going to the club, he took me to his place where we spent the night together. In the morning, he asked me to enter the front seat of his vehicle and he started picking passengers and I asked him why he was carrying passengers but he didn’t respond.

“It was when he and his gang members attacked the passengers that I knew what he was into. I told him I didn’t want to take part in their operations. But he threatened to deal with me, saying nobody would know my whereabouts if I didn’t co-operate with the gang.

“That was why I had a rethink and continued to participate in robbery operations. The first time I participated, I wasn’t given anything while at two other times I was given N15,000 and N10,000 respectively.”

The gang had two operational styles. First, they could use two operational vehicles.
One of the suspects, Ahmed would occupy the driver’s seat while Victoria, the only female suspect in the gang sits in front and another gang member at the back as unsuspecting passengers board the cab.
The other two members would sit in the back-up vehicle. Immediately they get to a lonely place along the road, the gang members in the back-up cab would signal the driver with the passenger to stop by flashing his phone.
The driver would then pretend to be fixing his vehicle that would have suddenly become faulty. This will allow those in the back-up vehicle to launch an attack. That way the passengers won’t suspect any foul play.
The second mode of operation is that they use one vehicle with Victoria sitting beside the driver to pick passengers without the back-up vehicle.
Ahmed’s account
During interrogation, 33-year-old Ahmed Isiaka from Kwara State told Vanguard: “I was introduced to the gang by Okanlawon last November. Other members of the gang are Nuru, Victoria and Isiaka.

“I am the driver of the operational vehicle, a Honda Accord, while Nuru used to drive the back-up vehicle, a Mazda.

“We used to operate along Iyana-Iba-Badagry expressway. Usually, Victoria sits at the front while another member sits at the back. I take passengers from Iyana-Iba bus stop going to Badagry. Before we get to a lonely area between Agbara and Oko-Afo the other members of the gang in the back-up vehicle would signal me to stop.

“Immediately, I receive the signal, I would pretend like the vehicle was faulty then park and pretended to be fixing the vehicle. While this was going on, the other members would strike.

“We don’t use guns or juju to rob passengers, instead we use wheel spanner. We don’t even make them unconscious during operation. Usually we operate in the night. Sometimes we operate in broad daylight.

“Depending on our loot, I could get as much as N10,000 from one operation. And I have participated in about four robbery operations.

“Okanlawon used to take all the phones we get from operations. Before I joined the gang I was a commercial bus driver.

“I am married with a child. I used to live at Ibafo before my rent expired and I moved to 1, Denton Street in Oyingbo.

model spends £30k on plastic surgery to look like a blow-up SEX DOLL

A glamour model has spent a staggering £30,000 on cosmetic surgery to look like a blow-up sex doll.

Latvian Victoria Wild underwent an array of procedures such as three boob jobs, which enlarged her breasts to a whopping 32G, permanent lip implants and botox to transform herself to resemble an inflatable love toy.

And the 30-year-old, who lives in Cannes, France, admits she loves the attention she receives.

"Who wouldn't want to be treated like a bimbo doll?" she said. "It's such a sexy look.

"People stare at me in the street and I love the way I stand out."

She added that modelling and her sugar daddy boyfriend funded her new look.

Victoria's epic transformation began in 2011 when she spent £25,000 on three boob jobs in Hungary.

Victoria says her obsession with looking like a doll began while she was still a teenager.

"I had a very normal childhood, living in a small village in the countryside," she said.

"I was very slim and blonde and people would call me Barbie, but I hated my small A cup boobs.

"I didn't like myself or the way I looked. I had an inferiority complex.

"I didn't know about plastic surgery at that age, but I would always dream about resembling a sexy bimbo doll with huge breasts and insanely big lips.

"I loved the way dolls looked and how sexy they were. They are so bright and bold. It was this fantasy in my head"

Hehehe Barbie victoria bimbo doll that's what ill call her o.

Funny:Teen admits rubbing scrotum on customer's pizza

A teen employee at a Texas pizzeria rubbed his testicles on a pizza because he was upset the customer had ordered it close to closing time, police said.

Police said the customer at Papa Murphy's in Georgetown arrived at the eatery Sept. 2 and caught Austin Michael Symonds, 18, rubbing his scrotum on the family-sized stuffed pizza with Canadian bacon, pineapple and extra cheese.

Officers wrote in the arrest affidavit the customer confronted Symonds and told the worker he was "old enough to know better than to put your balls on someone's pizza."

The teenager apologized to the customer and later admitted his actions to police, the affidavit states. Symonds said his actions were motivated by the customer's order coming in close to closing time.

Symonds was charged with tampering with a consumer product.

Obama says Ebola outbreak is 'global security threat'

"The world is looking to the United States," Mr Obama said, but added the outbreak required a "global response".

The measures announced included ordering 3,000 US troops to the region and building new healthcare facilities.

Ebola has killed 2,461 people this year, about half of those infected, the World Health Organization said.

The announcement comes as UN officials have called the outbreak a health crisis "unparalleled in modern times".

The spread of the disease means the funds needed to fight the outbreak have increased 10-fold in the past month, the UN's Ebola co-ordinator said, saying it needs $1bn (£614m) to fight the outbreak.

Among the measures announced by Mr Obama on Tuesday:

Building 17 healthcare facilities, each with 100 beds and isolation spaces, in Liberia

Training as many as 500 health care workers a week

Developing an air bridge to get supplies into affected countries faster

Provide home health care kits to hundreds of thousands of households, including 50,000 that the US Agency for International

Development (USAID) will deliver to Liberia this week

no cure and no vaccine. The outbreak began in Guinea before spreading to its neighbours Sierra Leone and Liberia.

Mr Obama said the outbreak had reached epidemic proportions in West Africa, as the disease "completely overwhelmed" hospitals and clinics and people were "literally dying on the streets".

He called on other countries to step up their response, as a worsening outbreak would lead to "profound political, economic and security implications for all of us".

There's a "potential threat to global security if these countries break down", he said, which would impact on everyone.

"The world knows how to fight this disease. We know if we take the proper steps we can save lives. But we have to to work fast," Mr Obama said.

Earlier, White House Press Secretary Josh Earnest said the 3,000 troops would not provide direct care to Ebola patients. Some soldiers would be stationed at an intermediate base in Senegal, while others will provide logistical, training and engineering support at locations in Liberia.

On Tuesday, a US congressional panel heard testimony from Dr Anthony Fauci, director of the National Institute of Allergy and Infectious Disease, and Dr Kent Brantly, who recovered from an Ebola infection after receiving an experimental treatment for the disease.

Dr Fauci told the committee 10 volunteers in a separate vaccine study had shown no ill effects from an early stage trial.

Twelve Nigerian soldiers sentenced to death for mutiny

The soldiers were angry after a convoy was ambushed on a road frequently targeted by Islamist Boko Haram militants.

Five other soldiers were acquitted and one was convicted on another count.

All denied the charges at a court martial in Abuja.

Front-line troops often complain that they lack adequate weapons and equipment while there have also been reports that they have not been paid or properly fed.

Last month, a group of soldiers in the north-east refused to fight Boko Haram until they received better equipment, one of them told the BBC.

Boko Haram fighters are well armed and determined. Having been brainwashed with extremist ideology, many are likely to have little fear of death. So the Nigerian soldiers sent to the battered north-east have a difficult fight and need to be well resourced.

But there have been numerous reports of low morale amid calls for better arms and even complaints over pay. Soldiers' wives recently demonstrated in the barracks in Maiduguri in an effort to stop their husbands being sent to the front line.

Shooting at your own commanding officer is an extreme reaction to seeing the bodies of colleagues killed in an ambush and it would lead to a severe punishment in any army. But it is just one sign of the problems undermining the fight against Boko Haram.

President Goodluck Jonathan has promised that better equipment is on the way but given that Boko Haram has been growing for several years, why were the billions of dollars earned from Nigeria's oil industry not spent on giving every soldier the best chance of defeating the enemy and staying alive?

The nine-member military tribunal heard that the incident happened when shots were fired at the commanding officer of the Nigerian Army's Seventh Division, which is at the forefront of the fight against Boko Haram.

Witnesses said the soldiers lost discipline and threw stones at the officer when he arrived at their camp, and shots were fired into the air.

General Amadu Mohammed had to take cover as they aimed their guns at him - firing bullet-holes in his armour-plated staff car - but he was not injured

Court President Chukwuemeka Okonkwo said that while the sentences were subject to confirmation by Nigeria's military authorities, there was no doubt about the seriousness of the offence.

The sentencing panel took into account the "likely effect on counter-insurgency operations" of the incident as well as its "implications on national security".

Nigeria's army has been under pressure to end the bloody five-year insurgency - and a state of emergency was declared in three north-eastern states last year.

Boko Haram is fighting to create an Islamic state in Nigeria - and has stepped up its attacks after being pushed out of its bases in Maiduguri, the capital of Borno state, targeting towns and villages in deadly raids.

The fighting has claimed thousands of lives, made tens of thousands of people homeless and seen the militants make recent territorial gains.
